柳州市2003—2013年传染病卫生行政处罚情况分析

摘　　要：目的通过分析柳州市2003—2013年传染病防治监督卫生行政处罚情况,了解柳州市传染病卫生监督的执法力度和存在的问题,为今后更好地开展传染病卫生监督工作提供依据。方法采用回顾性调查,对2003—2013年柳州市传染病卫生行政处罚案件按照数量、处罚金额和违法行为等进行分析。结果柳州市2003—2013年共查卫生处行政案件1 968起,其中传染病行政处罚案件25起,占1.27%;行政处罚总金额为2 704 577.60元,其中传染病行政处罚73 320.00元;违法行为以"消毒灭菌效果检测结果不符合要求"最多,构成比为44%。结论柳州市传染病卫生行政处罚力度较低,处罚依据单一,难以有效遏制违法行为。卫生行政部门应根据职能的转变,加大传染病卫生监督人才的培养,加强传染病违法案件的查处力度。OBJECTIVE Through analyzing health administrative punishments on the prevention and treatment of infectious diseasessurveillance in Liuzhou from 2003 to 2013, to recognize health supervision and law enforcement and problems of infectious diseasesin liuzhou, infectious diseases health supervision work better in the future. METHODS The retrospective investigation of 2003—2013years liuzhou health administrative penalty cases of infectious diseases in accordance with the quantity, amount of punishment, suchas illegal behavior were analyzed. RESULTS A total of 2013 administrative punishment cases including 25 administrative penalty cas-es of infectious diseases in Liuzhon from 2003 to 2013, accounting for 1.27%;administrative penalty total amount was 2 704 577.60 yuan, of which the administrative penalty of $73 320.00 of infectious diseases; such as illegal behavior to＂disinfection effect test re-sults do not conform to the requirements＂, the proportion is 44%. CONCLUSION low health administrative penalties, liuzhou infec-tious diseases punishment on the basis of a single, it was difficult to effectively curb illegal activities.the health administrative depart-ments should be based on function transformation, increase the training of health supervision of infectious diseases, strengthen the ille-gal cases investigation dynamics of infectious diseases.
