预算单位全面推行公务卡制度改革问题及对策

摘　　要：随着公务卡发卡数量和用卡单位的增加,公务卡管理中的问题日益显现。深化公务卡制度改革,要明确改革总体思路,正确认识改革目标,从成本效益角度理解其推行使用的意义,优化公务卡外部使用环境,规范公务卡报销票据审核管理,提升预算单位公务卡管理人员的管理水平,管理、利用好公务卡消费数据,加强公务卡风险管理,有效防范风险。With the increase of the number of issued business cards and the users, there are increasingly more problems existing in the using of the business card. In deepening reform in business card system, we should clarify the way of reform, correctly understand the reform target and the significance of implementing this system from the aspect of cost and benefit, optimize the external situation for the use of business card, standardize the related examining system, improve the management level, do a better job in using the related data, strengthen risk management, and effectively prevent related risk.
