摘 要:运营成本是进行收费公路BOT(build-operate-transfer)合同决策的重要影响因素.本文将持续变动的运营成本引入到收费公路BOT合同中,研究三个合同变量——特许期、定价和公路容量的决策.文章合理假设了运营成本的表达式,并根据其与社会福利的关系,确定了在特定公路容量时的最优公路寿命.接着将运营成本引入到确定Pareto有效BOT合同的双目标规划模型中,分析特许期、容量以及定价的决策,得出以下结论:最优特许期为整个公路寿命;针对特定的特许期,存在相应的最优容量与定价组合使得BOT合同Pareto最优;考虑运营成本之后合同的:Pareto有效优于之前.此外,文章系统分析了折现率和合同双方谈判能力对特许期、公路容量、定价和公路服务质量的影响.Operating costs is an important factor of build-operate-transfer (BOT) contracts for road franchising. This paper introduced operating costs into a BOT contracts with considering its sustainability and variability. A dual-objective planning model was proposed based on three decision variables of a BOT contract, namely concession period, road capacity and pricing. Firstly, We assume it's expression reasonably. Analyzing the relationships between social benefits and operating costs, the optimal road life can be defined and solved. Then, through analyzing the dual-objective planning model, it is concluded that the optimal decision of the concession period should be the whole road life. And, when the optimal concession period was decided, the unique pair of optimal capacity and pricing can be determined. Also, the Pareto efficiency gets better than before. Additionally, this paper systematically revealed impacts on the concession period, road capacity, pricing and service quality produced by the discount rate and negotiation power of two contract parties.
