摘　　要：发展战略性新兴产业是当前各地推进产业转型升级的必然要求。如何发挥土地在发展战略性新兴产业中的作用,是必须首要解决的问题。研究发现,尽管各地围绕土地管理创新进行了不同层次的探索,但主要集中在供地、地价等环节,对发展战略性新兴产业支撑作用有限,且不利于土地长效利用,缺乏系统性、整体性和前瞻性。从产业特点与土地资源优化配置有效衔接出发,现行土地管理应在土地使用流程关键环节创新,从规划、出让、审批、地价、退出等环节建立全方位、循环式土地利用制度支撑体系,形成不同环节土地管理的差异化组合模式,保障战略性新兴产业快速发展。The development of strategic emerging industries is the inevitable requirement of promoting industrial transformation and upgrading under the new situation. Because of land＇s three attributes including resources,capital and assets,how to play the land role in promoting the development of strategic emerging industries is the first problem to solve. Although many cities carried out different exploration surrounding the land management innovation,but it mainly concentrated in the link of land supply,lacking systematic,overall and forward-looking strategy. Through the literature review,from the strategic emerging industry development characteristics and optimal allocation of land resources,the role of current land management system was low for promoting the development of strategic emerging industries. A full range,circulation of land use support system should be established from the land planning,land supply,land price,exit and other sectors,which will make up camera combination mode of land management in different links,and guarantee the rapid development of strategic emerging industries.
