村民自治下的村庄规划研究与实践——以广州市美丽乡村示范村庄规划为例

摘　　要：村民自治是具有中国特色的基层民主制度。村庄规划必须契合村民自治的管理方式，才能体现民意和保障村庄建设的顺利实施。现从村庄规划与村民自治关系研究入手，探索村庄建设的自治内容，村民参与的规划路径，以及村庄建设实施的自治方法。以广州市美丽乡村示范村庄规划为例，提出自下而上的村庄规划方法，以“四个重点”响应村民意愿，以“四个环节”推动村民参与，以“三划合一”落实项目建设，从而探索村民自治的村庄规划路径。Villager autonomy refers to a type of grassroots democracy with Chi- nese characteristics. Village planning must fit into such a political culture in or- der to reflect public opinion and ensure successful village development. This pa- per starts with a study of the relationship between villager autonomy and village planning. It explores the concept of autonomy under the local context and the methods of village participation. Beautiful Village Planning in Guangzhou is used as a case to illustrate the bottom-up approach of village planning, which can be summarized as ＂four key points＂ to respond tovillagers＇ will, ＂four links＂ pro- gram to promote village participation and ＂three plans as one＂ to implement the plan.
