公众“微参与”与城市应急管理的藕合与提升——以厦门5·16特大暴雨为例

摘　　要：对厦门5·16特大暴雨中,公众通过微博参与信息传递和救灾等情况进行了实证分析,认为公众"微参与"具有阶段性和情绪渲染的明显特征,呈现出"碎片化"状态和易于"极化"的特点;"微参与"中的信息传递具有"点对面式"的传播特点和热点新闻重造效应。"微参与"状况取决于现实状况和城市管理者的重视程度。通过微博等网络新媒介的应用,为公众参政议政搭建桥梁,将散布于城市各个角落的不同组织和个人通过物联网联接起来,整合"碎片化"的公共管理和公共服务,可以有智慧地提高微时代的城市管理水平。This paper makes the empirical analysis on the public information transfer and disaster relief through micro-blog in 5·16〉iamen Rainstorm, insisting that there are obvious characteristics of periodic and emotional impact in the public micro-participation. It’s easy to see a fragmented state and popularization characteristics. The effect of the public micro-participation depends on the real conditions and the importance which the urban managers attached to. The “node-to-surface”information transfer in mirco-participation can cause the hot news to remodel. Through the application of the new media such as Weibo, we can build bridges for the public participation in the administration and the discussion of state affairs, connect organizations and individuals in different places through Internet of things and the integrate public management and public service in fragmentation condition to provide wisdoms to improve the urban management in micro-era.
