摘　　要：消费需求将成为支撑经济中高速增长、引领产业升级的主导力量。"十三五"期间,长沙要大力实施"大消费"发展战略,促进消费结构升级,健全消费市场,创新消费模式,优化消费环境,改善有效供给,提高居民消费水平,发展绿色消费,打造"中部消费之都"。Consumer demand will become the dominant force in supporting moderate-rapid economic growth and driving industrial upgrade in thirteenth rive-year plan period.In order to construct consumption capital of middle area, some suggestions should be put forward such as vigorously implementing the ＂large consumption＂ strategy, upgrading structure, improving consumption markets, innovating patterns, optimizing environment, ameliorating effective supply, enhancing the consumption level of residents, and developing green consumption.
