摘　　要：公众参与决策既有现实价值又存在一定局限性,公众参与决策对政府决策能力形成巨大挑战。政府决策机关应当在主动学习公民参与的相关理论、实践探索提高主动管理公众参与的技能、帮助公众增强理性的参与意识和能力等方面谋求政府决策能力的提高。Public participation in decision-making is of both practical value and certain limitations and becomes a huge challenge to government＇s decision-making ability.Government＇s decisionmaking bodies should seek to improve their decision-making capability from various aspects,such as learning the relative theory of public participation,practising,exploring and improving the skills of actively managing public participation,helping the public improve their rational participation awareness and ability.
