依法治国背景下发展农村社会组织的制度思考

摘　　要：农村社会组织的健康发展对重塑农村社会秩序、营造畅通的利益表达机制、促进社会和谐及推进农村法治化进程具有不可替代的作用。目前,农村社会组织存在着结构失衡、制度缺失、公信不足和农民参与程度低等问题,应抓住发展机遇,完善规制体系、营造发展环境、加强管理服务、实施资源整合和创新示范带动加快我国农村社会组织健康发展,推动政府职能转变和统筹城乡发展。The healthy development of rural social organizations plays an irreplaceable role in rebuilding the social order in rural areas,creating the smooth benefit expression mechanism,contributing to the social harmony and promoting the rural legalization.At present,there are several issues for the rural social organizations,such as structural imbalance,system absence,lack of public interest and farmers＇ low participation.We should seize the development opportunities,perfect the regulation system,create the development environment,enhance the management service,implement the resource integration and innovative demonstration so as to accelerate the healthy development of rural social orginizations,to promote the transformation of government functions and to balance the urban and rural development.
