国外城市发展模式选择对中国新型城镇化的启示

摘　　要：基于新型城镇化的视角,通过比较研究的方法,从政府规划、集约发展、智能发展、绿色低碳发展等方面,介绍了日本、德国和美国典型性的城市发展模式,总结了日、德、美三国城市发展的经验和教训,并指出中国现阶段城镇化面临着地区发展不平衡、生态破坏严重、行政干预过度、资源利用混乱、交通困境显著等问题。在此基础上,结合重庆、山东、河南、江苏等地推进新型城镇化的典型实践和尝试,构建了中国新型城镇化持续健康发展的战略取向,分别是以多层级城镇体系为核心的协调型城镇化战略、以生态环境治理为核心的可持续型城镇化战略、以政府科学引导为核心的调控型城镇化战略和以交通系统优化为核心的智能型城镇化战略。Based on the perspective of new urbanization,this paper,through comparative study method,introduces the typical urban development pattern of Japan,Germany,and the United States,from the aspects of government planning,intensive development,intellectual development,and green low-carbon development,etc.,concludes experiences and lessons of the three countries＇ urban development,and points out that China＇s current urbanization are facing some significant problems,like the unbalanced regional development,serious damage of ecology,excessive interference of administrative,chaotic utilization of resource,traffic trouble and so on. On this basis,combining with Chongqing,Shandong,Henan,Jiangsu and other typical practice and attempts promoting the new urbanization,this paper builds a strategic orientation,the new type of sustainable and healthy development of urbanization in China,that is harmonious urbanization strategy whose core is a multi-level urban system; that is sustainable urbanization strategy whose core is ecological environmental governance; that is control type urbanization strategy whose core is government scientific guidance; and that is intelligent urbanization strategy whose core is traffic system optimization.
