摘　　要：在政府职能转变过程中,服务行政一直被强调。政府管理权限的多样化与行政执法人员之间的紧张关系,使得私人参与行政应运而生。它顺应和谐社会,符合民主行政、和谐行政的理念。为了维护公共利益,政府应实现国家担保责任,对私人行政进行监督,更好地实现"官民"合作。In the process of the transformation of government functions,service administration has been emphasized. The diversification of the government administrative authority and the tensions between administrative law enforcement officials let private participation in administration come into being. It conforms to the harmonious society,accords with the concept of democratic administration and harmonious administration. In order to protect the public interest,the government should realize the national guarantee responsibility,supervise private administration and achieve the cooperation between the government and the people better.
