我国公务员财产申报受理审核机构建设研究

摘　　要：公务员财产申报制度是预防腐败的一把利剑。健全、独立、权威的受理审核机构是确保公务员财产申报制度发挥实效的保障,但我国现有受理审核机构设置上的缺陷制约了该制度功效的发挥。本文在对我国现有机构设置方案进行比较分析的基础上,汲取了美、韩两国在公务员财产申报受理机构设置上积累的经验,建议我国应当在整合各反腐败机构职能的前提下,在人大常委会下设公职人员廉洁委员会并将其作为我国公务员财产申报受理审核机构。The property declaration system of public servants is a sword to prevent corruption.A sound,independent and authoritative acceptation and examination institution is the guarantee of public servants＇ property declaration system hav- ing an effect for a given period of time.However,the defects in setting of current acceptation and examination institution in our country are a resistance to development of the system＇s effects.The paper,on the basis of comparative analysis on current institution setting schemes of our country,gains experience accumulated by the USA and Korea in setting of acceptation and examination institution of public servants＇ property declaration,and suggests that our country,under the precondition of integrating function of each anti-corruption institution,should establish an integrity committee of civil servants under the Standing Committee of the National People＇s Congress and regard it as an acceptation and examination institution of public servants＇ property declaration in our country.
