摘  要:基于电力系统生产供应的内在机制和NSBM-ML模型,从经济、环境和社会三方面考察1995-2011年中国电力行业技术效率和全要素生产率。结果表明,中国电力行业经济技术效率明显高于环境和社会技术效率,发电环节效率普遍高于电网环节,反映了我国电力行业"重经济轻环境,重发电轻输配"的总体格局;电力集中输出的地区社会技术效率很低,体现了地区层面的"资源诅咒"现象;技术进步是电力行业全要素生产率提高的主要原因。根据研究结论,从新能源发电、电网建设、电力体制改革等方面提出四项政策建议。Based on the internal mechanism of the production supply of electricity system and the NSBMML model,this paper examines the technical efficiency and the total factor productivity of Chinese electricity industry in the three aspects including economy,environment and society from 1995 to 2011. The results show that the economic and technical efficiency of Chinese electricity industry is obviously higher than its environmental and social technical efficiency. The efficiency in the link of electricity generating is generally higher than that in electric grid,which reflects the general situation of Chinese electricity industry'emphasizing economy and neglecting environment and emphasizing electricity generating and neglecting transmission and distribution';the social technical efficiency in the regions of central electricity output is very low,which displays the phenomenon'resource anathema'at the regional level; technological progress is the main reason for the rise of the total factor productivity of power industry. According to research conclusion,this paper raises 4 policy proposals in the aspect of the electricity generating by new resources,electric grid construction and power system reform.
