摘　　要：文章针对我国目前环境管理中存在的政府管理不到位、企业治污不履责和公众参与不够的问题,从政府、公众和企业方面梳理了国外水污染防治社会共治方面的主要经验,指出了我国水污染防治社会共治的重点,即明确政府责任、落实企业排污责任、构建全民行动格局。In this paper, with regard to the main problems existing in the current water environment management such as inefficiency of government management, enterprise failing to perform the duty for pollution control and lack of public participation, foreign experiences in social co-governance of water pollution control are summarized from the aspects of government, public and enterprise. The key points of social co-governance of water pollution control in China are highlighted including clear identification of the government responsibility, implementation of the enterprise＇ responsibility for pollution control and setup of a national action.
