摘 要:路政管理绩效评价是公路管理部门实现既定目标和提高管理水平的重要手段。从法律规范职责和公共行政服务两个维度,构建公路路政管理绩效评价指标体系,运用多级模糊评价模型和层次分析法对路政管理绩效进行综合评价,并以江苏省某市级路政管理为研究对象进行实例研究。结果表明:该市路政管理处于中等水平,尚存在进一步提高的空间,建议提高路政人员对绩效评价的认同度,将评价结果与岗位晋升和职称评定相挂钩形成激励机制;加强行业作风建设,建立公众参与的多渠道评价反馈渠道,接受社会监督和公众评测;积极尝试人事制度改革,仿效公共治安辅助人员的聘用制,增加资金投入满足人员扩充、装备升级和日常管理,提高路政管理水平。Management performance evaluation of highway administration is taken as an important way for highway administrative department to achieve their goals and improve management level. An index system about management performance evaluation of highway administration is established from two aspects: legal specifications and public administrative service. The AHP method and the multi--level comprehensive evaluation model are used to get the results and the rank for one city of Jiangsu province. The results show that the management performance of highway administration of city is being in an average level and a space for improving administrative level being existed. Therefore, some suggestions are proposed to improve the management level: (1) improve the degree of recognition and establishing the incentive mechanism by means of make a connection between evaluation results and post promotion as well as the evaluation of professional title; (2) accept social supervision and public evaluation by means of building the multi--channels for public feedback; and (3) try to implement the personnel system reform and follow the example of employment system in public security management and increase funding in staff expansion, equipment upgrade and daily administration.
