清末民初日本在奉天省的警察设置及其影响

摘　　要：明治维新后,日本确立征服中国和称霸世界的基本国策,侵略资源丰富的东北是征服中国的第一步。为实现此目标,日本以武力为后盾,积极在长春以南(主要是奉天省)进行行政构建,即设置日本警察,行使警察权。日本在奉天省设置的警察,由租借地扩展至铁路附属地,并伴随领事馆势力所及遍布全省,有的警察设置为依约继承俄国特权,有的则纯属非法。日本警察在奉天所属实行行政权,帮助日本移民侵夺土地,不断打压中国警权,九一八事变前基本实现奉天省绝大多数地区"无硝烟"的实际统治状态,使日本能在九一八事变后迅速占领奉天省,进而占领东北,将其变成对华战争的生命供给线。可见,清末民初设置于中国的日本警察是侵华战争中的隐形黑手。After Meiji Reform,Japan set up the basic national policy which was to conquer China and be the dominant nation in the world,and the first step was to invade the prosperous Northeast. To sustain the object,Japan managed to deal with administrative affairs in South Changchun （mainly Fengtian province）, in other words, bulit japanese police station to take advantage of policing power. The police station set by Japanese in Fengtian province, extended from the leased territory to railway acessorily, and covered the whole province with the advent of Japanese consulates. Some of them are to inherit special privilege from Russia in accord with their treaty, and some are illegal. In doing so, Japan controlled most of the Fengtian province in peace successfully, and helped Japan capture the province quickly after ＂9. 18 Incident＂, including the Northeast in the next step. In the end, Northeast become the supply line for the J apanese＇s conquering the whole China. So, the Japanese Police Stationi in the late Qing dynasty and early of Republic of China was the dirty hand which contributed to the invading war by Japan.
