摘　　要：传统的报应加预防的刑罚目的已不足以对抗日益严重的恐怖犯罪的危害。结合恐怖犯罪的特点,防控恐怖犯罪应当以一般预防为中心,在特定情况下可以兼顾特殊预防的刑罚目的。为了实现刑罚目的这一调整,应当在立法原则和具体立法中均有所体现。Traditional retribution prevention purpose of punishment is not enough to fight against the growing terrorist crimes, combined with the characteristics of terrorist crime, prevention and control of terrorist crime should be based on general prevention as the center, in the specific circumstances can take into account the special prevention of penalty purpose. In the adjustment to achieve purpose of penalty, We should embodied the regards in the legislative principles and specific legislation.
