摘　　要：设计农村土地流转数字化监管系统是贯彻十八届三中全会关于土地流转精神,提高政府土地流转监管水平的重要举措。经过需求分析、系统设计、关键技术攻关,系统由农村土地流转全过程监管系统、集体建设用地流转信息发布与电子交易系统、农村土地承包经营权流转交易信息发布与电子交易系统和农村土地流转信息采集与数据更新设备等组成,并形成一整套农村土地流转过程的数字化监管技术体系。该系统覆盖了农村土地流转的"现状-规划-拆迁-复垦-验收-交易-使用"7个核心环节,涵盖中国大部分地方的土地流转情况,具有普适性。The system design of digital management research on rural land circulation is an important measure for carrying out the requirements of the Communique of the Third Plenum of 18th CPC,and also observably improves the ability of land circula- tion management for government. Through the system requirements analysis, designing and key technologies research, the sys- tem is comprised of the management system of whole process of rural land circulation, the information publish and electronic trading system of collective construction land circulation, the information publish and electronic trading system of rural land con- tract for the managerial right circulation, the acquisition and updating hardware of rural land circulation information, and it has formed a set of technology system for digital supervision of the rural land circulation process. This system covers the whole key circulation steps of rural land： actuality, planning, demolition, reclamation, acceptance, trading, and application, which contains the most rural land circulation situation of China and has general applicability.
