小城镇公共服务供给的空间效应分析

摘　　要：公共服务的空间经济分析已经引起了许多学者的广泛关注。笔者基于主成分分析得到的省域小城镇公共服务供给综合指数,运用空间计量经济学模型分析了中国省域小城镇公共服务供给的空间分布模式和空间效应,并与普通线性回归模型的结果进行了对比分析。得到的结论有:2007、2009、2011和2012年,中国省域小城镇公共服务供给在空间中存在显著的正相关关系和空间依赖性。从小城镇公共服务供给空间集聚状况来看,高水平集聚的省份大部分集中在东部和中部地区,而低水平的集聚主要集中在了我国的东北和西部地区。四年间,空间滞后模型的实证结果均显示出人均固定资产投资额和人口密度对小城镇公共服务供给有显著的正向作用,人均农作物播种面积与小城镇公共服务供给有负相关关系。空间滞后回归系数ρ的估计值逐年增加,说明小城镇公共服务供给的空间溢出效应增强。Lots of attention had been paid to spatial economic theory of public service. In this paper, we get the comprehensive index of the small towns public service from the principal component analysis. By using a spatial econometric model, we analyzed the spatial distribution pattern and spatial effect of the small towns public service. At the same time, the results were compared with the results of the general linear regression model. The results showed that there is a significant positive correlation and spatial dependence of the public service in different regions in four years. Based on the spatial agglomeration, the provinces which had a high level of public service were mostly concentrated in the eastern and central regions, the low level were mostly concentrated in the northeast and western regions. The results showed the per capita amount of investment in fixed assets and population density spatial lag model had a significant positive effect on the supply of public services in the small town, there was a negative correlation between the average crop planting area and the small towns public service. The estimation of spatial lag regression coefficient increased year by year. It showed that the spatial spillover effects of public service supply in small towns were strengthening.
