生物种业发展背景下我国种业贸易现状及对策研究

摘　　要：概述国际生物种业贸易竞争焦点与趋势,总结我国种业贸易发展现状,分析其发展不足的原因,进而提出对策建议。研究表明,我国种业贸易发展空间巨大;种业进出口额总体上呈逆差;在全球种业贸易中地位较高,但与种业贸易大国差距大。科技创新力不足、企业竞争力不强、种业基地不稳定和市场监管不规范是阻碍我国种业贸易发展的主要原因,应从加快种业科技体制改革、加大种业科研投入、做强种业跨国公司、完善政策法规体系推进种业发展。The paper analyzes the competitive trend of international seed trade, summarizes the situation and characteris- tics of seed industry trade in China, analyzes the main reasons affecting China＇ s seed industry trade development, and fi- nally puts forward some suggestions on accelerating China~ seed trade. Research shows that： the development of our seed trade space is huge; seed import and export volume shows an overall deficit; there is a great gap between China and devel- opment countries. Lack of technology innovation, low competitiveness, seed base instability and nonstandard of market su- pervision are the main reasons that affect the development of Chinese seed trade. Accelerating the system reform of science and technology, increasing the seed research investment, strengthening seed Multi - National Corporation, and improving policies and regulations system are effective ways to promote the development of China＇s seed trade.
