关于河南省新农村社区建设的思考

摘　　要：调研组通过对河南省8个县市新农村社区拆旧建新土地挂钩流转过程中土地不同层次的级差收益与新农村建设成本投入的实地调查，分析新农村社区建设的现状及存在的问题，提出“统一规划、分批开展、多元建设、逐步搬迁”是保证新农村社区建设及耕地保护，落实占补平衡的有效办法。The investigation group did a field survey on differential profits of lands in different levels and the cost of inputs of new rural construction. Eight counties in Henan Province were picked in this survey in their land transfer process, where old buildings were demolished and new buildings were built instead. The existing problems of new rural community development raised a reasonable suggestion that unified planning, batch development, diversified construction and gradual relocation are effective ways to protect cultivated lands and accomplish hold filling balance, which also ensure the construction of new rural community.
