摘  要:分析最新实施的STCW公约对海船船员在职培训和适任评估的履约要求,应用模糊综合评判方法构建模糊评判矩阵,再将该矩阵作为智能评估中的客观依据,结合主观权重因素,对轮机在职培训及适任评估中相关操作流程进行综合评判.采用C#语言在VS.Net 2010平台下开发了轮机模拟器智能评估模块,并将该模块与全任务轮机模拟器平台相融合,通过XML脚本文件的制定、保存及加载实现了评估大纲中既定项目及情境自定义项目两种形式的评估考核.系统在应用过程中可有效改善评估结果的客观公正性.With analyzing the latest compliance requirements of the STCW Convention on seafarers training and competency assessment, a fuzzy judgment matrix was constructed by using the fuzzy comprehensive evaluation method. Then taking the fuzzy judgment matrix as objective evidence of intelligence as- sessment, a comprehensive evaluation theory was established to achieve the marine engineering training and assessment of competence combining with subjective weight factors. The ma- rine simulator intelligent evaluation module was developed by using C# language on VS. Net 2010 development platform, and the system knowledge database and dynamic database were built to fuse the module and marine engine room full mis- sion simulator platform, and the two forms assessment of the specified item and custom item evaluation program were a- chieved. Practical applications can effectively improve the ob- jectivity and fairness of the evaluation results.
