政府购买公共图书馆服务的适用性研究

摘　　要：政府购买公共图书馆服务鼓励社会力量参与公共文化建设。政府购买民营阅读组织或企业的服务应该综合考虑图书馆和社会组织的多方面条件。开展业务外包、接受政府资助、购买图书馆管理和运营适合不同条件的图书馆。适合承接政府购买的社会组织也存在一些共有的特征,具有其优势,也存在一定局限性。在我国,承接政府购买的社会组织的发展方向可能是非营利组织,并且政府应该对外包出去的各级图书馆服务进行适当的引导和管理,以保证图书馆的公共属性。The government purchase of the public library service encourages social forces to participate in the construction of the public culture. The government purchase of services of the private reading organization or enterprise should consider various conditions of the library and social organization synthetically. Developing the outsourcing, receiving the government funding, and purchasing the library management and operation are suitable for different libraries. There are some common features with their advantages and limitations in these social organizations which are suitable for undertaking the government purchase. In China, the development direction of the social organization undertaking the government purchase may be non-profit organizations, and the government should carry out the appropriate guidance and management to all levels of library services which have done the outsourcing, in order to guarantee the public property of the library.
