小城镇雨洪灾害的应急管理研究综述与对策

摘　　要：探讨了我国在小城镇雨洪灾害管理上与发达国家的区别,指出了目前我国在小城镇雨洪灾害应急管理中存在的法律法规不完善、排涝设施及建筑标准偏低、应急预案的科学可操作性不强等方面的问题,并提出了加强小城镇雨洪管理和利用能力、提高小城镇雨洪灾害风险评价能力、完善小城镇雨洪灾害应急预案及灾后恢复重建等对策。Some differences in the small town of storm flood disaster management and developed countries were discussed. Aiming at the problems of imperfect laws and regulations of small towns disaster emergency management,drainage facilities and building standards low,contingency plans operability is not strong,several suggestions and countermeasures were put forward for strengthening the capacity of stormwater management and utilization of small towns,improving storm flood disaster risk assessment capacity,perfecting small towns rainwater emergency response plans and post-disaster reconstruction.
