摘 要:随着我国城市逐渐从外延式扩张走向内涵式发展,存量土地再开发逐渐增加,更多资金与开发主体参与改造更新。传统规划方法难以反映多元利益主体的利益诉求,规划方法面临变革、虹桥商务区东片区改造更新由多个产权主体主导,采用沟通式规划方法,规划师从前期谈判开始介入,全过程参与,在确保公众利益前提下协调各方利益和专项规划要求。在产权整理、开发单元划分、地块指标制定问题上重点协调,形成具备可实施性的规划方案。While the dominating mode or development ul changed from spatial expansion to redevelopment, more and more existing con struction land is being redeveloped, leading to increased involvement of existing property interests in urban regeneration projects. Traditional urban planning is inca pable of responding to the diverese stakeholders, and therefore needs to be re formed. The project of Shanghai Hongqiao Business East District was led by a few property owners. The planners of this project got involved from the communi cation phase to the construction phase and they played a coordinating role by bal ancing the interests of the real estate companies and other social groups. In or- der to produce a feasible design, the planners focused on the property right clarification, subdivision of construction units, and determining block specifications.
