摘　　要：县(区)级公共图书馆在整个公共图书馆系统中起着承上启下的作用,是不可替代的知识、信息集散中心,应顺应时代发展,满足基层群众数字资源服务需要。黑龙江省县(区)级公共图书馆数字资源服务虽然在国家及省图书馆的扶持下呈现了良好的态势,但由于地域、经济等因素的制约,仍相对落后。以私人募资扩展经费来源渠道;建立志愿者制度,充实人员队伍;借助高校特色数据库开展个性化及地域特色数字资源服务,是黑龙江省县(区)级公共图书馆数字资源服务科学且可持续发展的有效途径。The county （district） level public library plays a role of connecting link between the preceding and the following in the whole library system, and it is an irreplaceable knowledge, information collecting and distributing center which should conform to the development of the times, and meet the need of grassroots digital resource service. The digital resource services of county （district） level public libraries in Heilongjiang Province grow strongly and present a good trend under the support of the national and provincial libraries, but because of the restriction of geographical, economic and other factors, they are still relatively backward. In a private fund-raising expansing sources of funding channels by menas of private fund-raising, establishing the volunteer system, enriching the staff, individualized and regional characteristics of digital resource service by means of the characteristic database in colleges and universities, are effective ways for them to develop scientifically and sustainablely.
