摘　　要：地方高校的治理需要"以校为本",构建合理的权力结构;落实党委领导下的校长负责制与依法治校"并轨共进";协调好校、院、系三级之间的权力分配;依据学校学术力量的强弱进行分类管理;重视学生权力的表达。在地方高校内部权力运行机制方面,逐步完善制度规范权力,形成价值引导机制。The governance of local universities needs the ＂school-based＂ to construct the rational power structure; the ＂joint go-ahead＂ for the implementation of the president＇s responsible system under the Party-committee leader- ship and the administration of universities according to law; the coordination of the power distribution at such three levels as university, college and department; the classification management in accordance with different academic strengths among colleges and departments; the importance attached to the expression of student＇s power. In terms of the internal power operation mechanism, local universities should gradually improve the regulation of powers by system and set up the mechanism guided by values.
