摘　　要：文章在定性与定量研究的基础上,深入分析新农合经办机构人力发展需求、障因,并探索有效的建设途径。Using a combination of qualitative and quantitative methods,we analyzed the development demand and barrier for county agencies＇ personnel of new rural cooperative medical system,and explored the effective means of construction of county agencies＇ personnel.
