摘　　要：行业划转院校作为我国科技资源的一个特殊的产出地,是许多行业科技创新的重要源头,充分发挥行业划转院校推动行业科技生产力发展的独特作用十分必要。目前行业划转院校普遍存在科研管理体制不健全、科技资源配置机制不灵活、科技资源配置规模与结构效益较低等问题。因此,需要充分发挥政府在协同创新中的主导作用,建立健全的市场机制和有效的合作平台,加强高校内部规划部署,创新人才激励机制,建立高效稳定的合作关系是优化行业划转院校科技资源配置的有效途径。Transfer institutions is an important source of innovation of science and technology industry,as the special production technology resource in China. Make full use of the combination of ST productivity and human resources are necessary. Research shows that scientific research management system is not perfect,technology resource allocation mechanism is not flexible and ST resource allocation economies of scale and structure benefit remain low.The conclusion is that making full use of the leading role of the government in cooperative innovation,establishing sound market mechanism and effective cooperation platform,strengthening the internal planning in colleges and universities and the innovation of talent incentive mechanism are effective countermeasures to optimize disposition of transfer institutions science and technology resource allocation.
