摘　　要：目前环境噪声评价及噪声治理措施选择中未把噪声源和受影响人群紧密联系起来,本文结合环评工作实际引入噪声冲击指数(NII)、用价值工程理论定义噪声治理价值评价量(V),给出了把噪声源和受影响人群紧密联系起来的评价方法及原则,对优化环境噪声评价及治理措施优选提供了一种方法和选择。Now the current ambient noise evaluation and noise control method selection are not closely related with noise origin and affected human. In this paper the noise impact index was introduced. The valuation of noise abatement value is defined by value engineering theory . The evaluation and code of ambient noise relate the noise origin and affected mass closely.
