摘　　要：网络是把双刃剑,其在促进社会进步、提供便捷服务的同时,也为违法犯罪分子提供了更多样、更隐蔽的渠道。由于网络虚拟环境本身的特殊性,我国对于网络犯罪至今没有建立有效的、常态化的防控机制。因此,剖析当前网络犯罪现象的形势特点,探讨常态化防控机制的构建,显得尤为重要。Network is a double- edged sword,providing more diverse and hidden channel for the illegal crime as well as promoting social progress and providing convenient service. Due to the special features of virtual environment in the network,prevention and control mechanism on normalized network crime has not been established in our country. Therefore,it is particularly important to analyze the current situation characteristics of network crime and discuss the construction of normalized prevention and control mechanism.
