湖南省2013年血站及献血者基本情况调查

摘　　要：目的了解湖南省血站的工作现状、服务能力和运行状况以及全省献血者的基本情况,为制定血站建设规划、促进全省无偿献血事业持续健康发展提供参考依据。方法采用回顾性分析的方法,调查2013年湖南省14个市州血站的机构和人员状况、血液采集和供应、血站财务收支等情况。结果截止2013年底,湖南省血站共有在岗职工1 346人,男女性别比为1∶1.19,年龄以26-40岁居多,占55.65%(749/1 346);学历以本科和专科为主,约占83.58%(1 125/1 346);职称以初级为主,中级及以上仅占22.28%(300/1 346);血站收入以临床用血费用为主,占87.83%(28 884万元/32 887.76万元),支出以人员工资和保障血站运转经费为主,达75.96%(23 632.89万元/31 113.29万元),血费报销费用仅占1.86%(577.86万元/31 113.29万元)。2013年全省采集全血15 594.32万m L;献血者以个人自愿献血者和招募的团体献血者为主,占94.96%(741 313/780 658);捐献机采血小板者以个人自愿献血者为主,占98.17%(32 275/32 877)。2013年全省自愿无偿献血人者中,男性占65.16%(313 745/481 499)、女性占34.84%(167 754/481 499),年龄18-45岁占28.77%(138 537/481 552),高中及中专学历者占26.01%(125 238/481 499)和大专及其以上层次占27.32%(131 549/481 499);献血者职业分布,除无法明确界定或者登记不明确者外,依次为学生(14.11%)、农民(9.87%)、公务员(9.81%)、工人(9.30%)、医务人员(6.79%)、教师(4.8%)和军人(2.70%)。全省献血率为6.93‰,最高的达到19.01‰,最低的为2.93‰。结论湖南省血站存在人员编制不足、专业卫生技术人员比例偏低、财政投入不足等问题;无偿献血者中以男性人群,高中、中专和大专科学生为主,需要有针对性加强宣传招募,特别是在基层地区以及其他职业人群中的宣传,以提高人口献血率,保障临床血液供应。Objective To understand the service ability and operation status of the blood centers and basic situation of blood donors in Hunan Province and to provide a reference to formulate the healthy construction of voluntary blood donation service. Methods The survey and retrospective review were carried out to investigate and analyze the personnel condition, blood collection and supply, financial revenue and expenditure in blood centers in Hunan province. Results By the end of ：2013, there were 1 346 on - the -job worker in blood banks in Hunan province. The male to female ratio was 1： 1.19. Most of them were 26 to 40 years old （55.65% , 749/1 346）. Undergraduate and specialist based education comprised 83.58% （ 1 125/1 346）. The main titles of primary, intermediate and above accounted for only 22. 28% （300/1 346）. Blood clinical use costs accounted for 87. 83% （28 884/32 887.76）. The expenditure was given priority to staff wages and guaranteed the blood bank operating expenses at 75.96% （23 632. 89/31 113.29）. Blood fee reimbursement only accounted for 1.86% （577.86/31 113.29 ）. 15.59 432 millions mL whole blood were collected in 2013. Individual voluntary and group recruited whole blood donors were the majority, accounting for 94.96% （741 313/780 658） and 98. 17% apheresis platelets donors were also individual volunteers. Male donors （65. 16% , 313 745/481 499） were more than women donors （34. 84% , 167 754/481 499）. Most of the donors were at the age of 18 -45 years. High school and technical secondary school accounted for 26.01% （ 125 238/481 499） and college level and above accounted for 27. 32% （ 131549/481 499）. The occupational distribution of blood donors, in addition to those not clearly defined and registered not explicitly, were as followed ： students （ 14. 11% ） , farmers （ 9. 87% ）, civil servants （ 9. 81% ） , workers （ 9. 3% ） , medical personnel （ 6.79% ）, teachers （4. 8% ） and soldiers （2.7%）.
