摘 要:上海共有产权保障住房是在完善经济适用住房基础上形成的,体现了家庭自助与政府帮助相结合的保障形式,在申请审核、产权份额设计、分配供应及后期上市等方面都有新的做法,并体现了市场经济规律要求,比较适合房价相对较高的大城市住房供应体系。同时,要形成长期的共有产权保障住房制度,还要解决申请供应的常态化,后期管理的有效性等问题。建议在供应过程中形成轮候机制,在后期管理中形成属地化管理机制,以促进共有产权保障住房可持续的发展。Shanghai mutual property housing is formed on the basis of improving affordable housing and it reflects a guarantee form of family buffet combined with government help. There are new approaches in terms of application review, equity share design, supply distribution and post-listing. And it reflects the requirements of market economy rules. It is more suitable for the housing supply system in big cities with relatively high housig price. Simultaneously, we also should address issues such as the application for supply of normalization and the effectiveness of the subsequent management to form a long-term mutual property housing system. We suggest that forming a waiting mechanism in the supply process, a territorial management mechanism in the late management to promote the sustainable development of the mutual property housing.
