摘　　要：随着海上原油泄漏事故的频繁发生,各个航运公司及原油进出口机构,亟需一种自动化信息系统,能够分析和发布海上原油泄漏事件的相关信息。本文提出一种基于OpenGIS系统DotSpatial的海上信息分析发布系统,以海上原油泄漏事件为应用背景,分析在实际应用中的用户需求,实现信息收集、分析、发布和可视化等功能。同时,针对以往开源GIS中存在的问题进行优化,解决传统OpenGIS系统无法正常读取RS图像等问题,取得了较好效果。通过实际应用,证明了本系统具有较好的可行性与高效性。Along with the marine oil spill accidents occur frequently,every shipping company and oil import and export agency,is urgently in need of an automated information system,to analyze and publish information of marine oil spill accidents. This paper puts forward a kind of marine information publishing system based on the OpenGIS system DotSpatial. In the application background of marine oil spill,we analyze the user requirements in practical application,and realize the information collection,analysis,distribution,visualization,and other functions. At the same time,in this paper,problems in open source GIS is optimized,and we solve the problem such that traditional OpenGIS system cannot read RS image normally,which has achieved good results. Through the practical,it is proved that this system has good feasibility and high efficiency.
