摘　　要：本文通过情报调研,系统分析,专家咨询,实证研究等方法,构建军队医院应急医学救援能力评估指标体系,提出军队医院应急医学救援能力理论框架及重点建设方向。军队医院的应急医学救援能力并不与医院等级大小、业务水平成正比,战备任务繁重或经常参与救援实践的医院具有一定优势;军队医院不仅要做到平时为军民服务,更要着眼于未来高科技战争,应急医学救援能力建设应突出军事医学特色。Literature reading, free interview, expert consultation, analytic hierarchy process was used to build a evaluation system of hospital＇s capability of emergency medical assistance. The evaluation system consists of 5 first - class indexes and 16 second - class indexes. The theory system and building strategies of hospital＇s capability of emergency medical assistance were proposed as follows： The capability of hospital emergency medical assistance is not rely on its scale or technique ; the frequency of emergency medical assistance will influence the capability. So the military hospital should not only serve for the peace but also focus on the win the war to improve the mil- itary medicine features of capacity construction.
