摘　　要：数据库出版商在与图书馆的数据库贸易中滥用版权有着深刻的政治、经济、立法和技术背景。数据库出版商滥用版权压抑了图书馆的业务活动,增加了图书馆的经济负担,加大了图书馆的法律风险,弱化了图书馆的知识交流功能。图书馆同数据库出版商博弈,除期盼立法创新与司法救济外,还要主动采取自我拯救措施,包括掀起抵制滥用版权运动、建立许可协议标准模板、增强集团许可谈判能力、组织与整合替代信息资源、积极地寻求政府购买、发展壮大图书馆基金会。With profound connections to politics, economics,legislation and technology,publishers＇ abuse of copyright in the database trading with libraries represses library services,increases library＇s financial burden and legal risks, weakens the knowledge exchange function of library. In the game between libraries and database publishers,it is necessary for libraries to save themselves,in addition to legislation innovation and judicial relief,by boycotting copyright abuse, establishing standard template for license agreement, enhancing licensing negotiation ability of library group, organizing and integrating substitute information resources, seeking government procurement and developing library foundation.
