科技人才聚集与区域经济发展的适配性

摘　　要：在分析科技人才聚集与区域经济发展适配性理论的基础上,从规模、结构、水平、效应四个方面构建了科技人才聚集与区域经济发展适配性的评价指标体系。基于2003—2013年的相关数据,运用复合系统协同度模型,分别对东部、中部、西部、东北地区以及全国的科技人才聚集与区域经济发展的适配性进行了评价。结果表明:科技人才聚集与区域经济发展在规模和效应上的适配性水平比较低,但有上升趋势;在结构和水平上的适配性很差,并且上升趋势不显著。从整体上看,科技人才聚集与区域经济发展的适配性水平比较低。主要因为科技人才聚集结构和水平制约了二者之间的协同发展。Based on analysis of technological talent aggregation and regional economic development adaptation theory, this paper con- structs evaluation index system from scale, structure, level and effect. On the basis of 2003--2013 data, the paper uses the coordina- tion measurement model of composite system, evaluates the eastern, central, western, northeastern region and the country＇s techno- logical talent aggregation and regional economic development suitability. The results show that： the compatibility of technological talent aggregation and regional economic development is relatively low on the scale and effect, but there is an upward trend ; the compatibility on the structure and level is poor, and the upward trend is not significant. Overall, the compatibility of the level of technological talent aggregation and regional economic development is relatively low. The restriction of coordinated development is mainly due to the structure and level of technological talent aggregation.
