基于生态低碳发展理念指导下的城市边缘区规划研究——以洛阳市龙门山生态保护与利用规划为例

摘　　要：近年来,生态低碳发展理念已经成为全世界应对日益恶化的环境和生态危机的普遍共识。规划业界针对如何将这一理念运用于规划的编制之中作了许多尝试。该文以洛阳环龙门山生态保护与利用规划为例,通过GIS生态敏感性评价、GIS生态旅游适宜度分析建立生态本底;结合保护与开发的理念,确定规划方案;接着采用将碳氧平衡法量化评估确定规划方案;最终划定生态调控单元,实现区域内建设用地与非建设用地全域控制,保证规划方案的落实。Recent years, the ecological and low-carbon idea has become common idea in responding to the deteriorating environment and ecological crisis all over the world. Many attempts on how to bring such ideas in practice have been made by planners. The paper takes the ecological protection and utilization plan of Longmen Mountain in Luoyang for example, the ecological base is found by the GIS-based ecological sensitivity analysis and ecotourism suitability, then ihe plan scheme is made according to the idea of protection and utilization. Next, the carbon and oxygen balance method assessment is made on the scheme. Finally, the ecological control unit is designated to maintain the implement of the plan, in order to realize the construction land and land unfit for construction control.
