朝鲜拥核战略及中国的战略应对

摘　　要：21世纪初,朝鲜拥核战略始终困扰着东北亚国家。朝鲜在东北亚国家中实力对比处于弱势地位,在美国推行亚太再平衡战略、不断强化美日、美韩同盟的背景下,朝鲜周边安全战略环境错综复杂,敌多友寡,战略处境险恶。金正恩初掌政权急需树威立望,拥核成为金正恩政权外求安全、内谋稳定的战略利剑。朝鲜拥核战略在东北亚催生"拥核多米诺"效应,极易助推日韩走上拥核道路,东北亚核国家林立的前景将直接威胁中国的国家安全利益。朝鲜拥核战略对中国和平稳定的周边环境提出重大挑战,迫使中国做出外交战略应对,一改以往对朝拥核"温和"态度,坚决执行联合国制裁决议,寻求多边会谈与深化中美合作等,中国对朝政策的近期目标争取重启六方会谈,冻结朝鲜进行新的核试验;远期目标逐步实现朝鲜半岛无核化。Since the beginning of 21st century, North Korea＇s nuclear program has become a major threat for the security of Northeast Asia. With limited strength in Northeast Asia, North Korea is faced with tough challenges in maintaining national security under the US Asia-Pacific strategic rebalancing, the US-Japan and US-South Korean alliance. Being the successor of new regime who rules with great power, Kim Jong un views nuclear program as an important way of seeking security and stability of the nation. North Korea＇s nuclear program may unleash a domino effect on nuclear programs of some countries in Northeast Asia such as Japan and South Korea. North Korea＇s nuclear program has also threatened the security and stability of China＇s peripheral environment, urging China to adopt new diplomatic strategies against North Korea＇ s possession of nuclear weapons. China should promote UN＇ s sanctions on North Korea over its nuclear program, seeking multilateral talks and expanding cooperation. The short-term strategy include the resumption of the Six-party talks in joining the condemnation of North Korea＇s nuclear and missile tests in the future. Long-term goal includes the realization of the denuclearization of the Korean Peninsula.
