摘　　要：以我国民用机场为研究对象,对我国民用机场基础设施进行系统细分,并建立民用机场综合灾害脆弱性评估指标和评估方法。基于专家经验绘制民用机场综合自然灾害防御能力评估的52组价值函数,对民用机场关键基础设施在综合灾害影响下的脆弱性进行定量分析,一方面为机场行业建立综合灾害风险管理体系、制定减灾与应急策略,提高机场安全建设能力,特别是支线中、小机场的防御灾害风险的能力提供基础性研究;另一方面通过对全国范围内机场灾害防御能力的定量对比,为航空保险以及民航相关承保标的风险定价以及风险查勘提供参考依据。This article segmented the current major civil airport systems into several key subsystems, aiming to es- tablish the evaluation method and parameters for assessing the vulnerability of domestic civil airports under integrat- ed disasters. The paper drew up 52 groups of value functions on the basis of expert experience and made a quantita- tive analysis of the vulnerability of critical infrastructures under integrated disasters. The research can serve to offer some references for establishing a comprehensive disaster risk management system and deciding on disaster reduc- tion and emergency management strategies in the civil aviation industry, and for improving the security level of civil airports, especially those small or medium airports. Moreover, the quantitative comparison of the disaster prevention capability of civil airports throughout China will help with risk pricing of aviation insurance and other related insured subjects and risk examination.
