摘　　要：岷江流域是长江上游重要的支流,其生态地位特别重要,本文分析了岷江上游地区面临的基本生态问题,提出了岷江上游地区生态屏障体系建设的原则、依据与目标,根据岷江上游区域生态系统的空间特征、生态敏感性和生态系统服务功能,将该区域划分为三个生态功能区并确立了森林牧草、水域湿地、农田作物等生态屏障建设重点内容,切实有效维护该区域的生态经济可持续发展和资源环境的有效保护。The Min River is a large tributary in the upper reaches of the Yangtze River. Its source is the south range of the Min Mountains in the area where Sichuan and Gansu share a boundary. The area consists of five counties in the Aba Tibetan- Qiang Autonomous Prefecture,including Wenchuan,Lixian,Maoxian,Songpan,and Heishui. The area covers 25,426 square kilometers.The area in the upper reaches of the Min River is an arid valley,and its ecological position is very important. This area is not only one that is home to world heritage and national scenic spots,but it is also a poor ethnic minority area with relatively backward economic conditions. Moreover,it is also an important ecological screen and water source for the Chengdu plain,as well as an important part of the ecological protective screen in the upper reaches of the Yangtze River. As a result of natural disasters,pressure on the carrying capacity of the population and the careless manner of economic development,the resources and environment in this area have been exploited irrationally. This has created a series of serious environmental problems,including environmental pollution,and depletion of resources,etc. Therefore,constructing an ecological protective screen in the upper reaches of the Min River becomes very important.At present,the basic ecological problems in the upper reaches of the Min River include： 1） the serious depletion of the natural resources,and serious destruction of the ecosystem; 2） the increase of sensitive zones,and further fragility of the ecosystem; 3） the erosion of the forest,and degradation of its ecological function; 4） overgrazing,fre-quent pest and insect infestations,and grassland degradation; 5） rare species under threat,and ecological zones in crisis; 6） emergence of serious urban- rural problems,and serious pollution from industry and agriculture; 7） low- level understanding of the comprehensive use of water resources,and a contradiction between supply and demand during times when water levels are low.The constr
