“撤县(市)设区”与政府职能关系的协调

摘　　要：现今,在城区发展空间的需求和政府行为的政绩推动之下,"撤县(市)设区"现象不断涌现。文章通过对撤县设区的推动力和现实问题进行分析,发现撤县设区中产生问题的根源在于城市公共权力的配置困境,政府行为随意性的症结在于政府职能关系的模糊不清。中心城市政府与其上下级政府之间的职能关系及其制度安排,以及城市政府与社会组织、企业和个人之间的关系协同,是撤县设区顺利进行以及政府基本政策目标有效实现的核心要素。因此,提高撤县设区的政策有效性需要促进政府职能关系的内外协调。Nowadays,with the growing need of development space and the promotion tournament of city government,the case of establishing district(s) by dismissing county is constantly emerging. Based on the analysis of practical problems and government motion, this paper find that the resource of these problems lain in the dilemma of the public power allocation; it is the obscure relations of the governmental function that led to the randomness of government behavior. Specifically, there are two corn factors in order to ensure the success of dismissing county and effectively fulfill the responsibility of government : one is the system arrangement and relationship between the central city's government and its upper or lower governments, the other is the synergistic relationship between government and social organization or citizen. In the long run, we must take the following two measures to guarantee the coordinated relations of government function during the progress of establishing district(s) by dismissing county.
