摘　　要：上海市机管局作为本市公共机构节能工作的主管部门,积极探索在全市公共机构领域采用合同能源管理方式进行节能技改。文章以上海市市政大厦合同能源管理项目为例,对本市公共机构合同能源管理项目进行了剖析与建议。Shanghai municipal people＇s government agency affairs administration is the competent department of public institution energy conservation in shanghai, which actively explores how to apply energy management contract technological renovation in shanghai public institution.
