摘　　要：从固体废物进口种类及规模、主要来源及接收地等方面介绍了我国固废进口现状,认为固废贸易具有资源和环境双重属性。也正因为其双重属性,以致固废非法进口时有发生,存废固废进口争议不断,固废进口存在内地回收企业产能大与原料不足、增加内地资源与固废导致污染的矛盾,而经由香港的转口废固导致低估其他国家对内地输出固废的规模。分析了影响固废贸易的三类现行制度,并认为应加强固废进口及利用的监管。This paper analyzes the current import o{ the solid wastes in the view oI import categories, import sources and destinations, and believes that the solid wastes have the dual nature of both resources and environment. It is the dual nature that induces the illegal import occasionally, which results in the disputes on the import, the conflicts between the huge business capacity and the lack of raw materials, and the conflicts between the increasing wastes volume and the potential pollution. The transit import from Hongkong also un- derestimates the import volume from other nations. It analyzes three kinds of current mechanisms regulating the waste trade, and argues that the supervision system on the waste trade and recycling should be further im- proved.
