摘　　要：公安社会管理机制的建构是公安社会管理创新的核心内容之一。广东省作为我国出入境第一大省和改革开放的先行者,在出入境管理改革方面始终具有典型的先进性。广东省具有各级传统行政区及各类经济特区和管理新区,出入境管理制度随着社会发展的需要不断完善。出入境管理程序的设置更加科学化,便民服务逐渐成为规范出入境管理的主要方式之一,警民沟通的渠道得到不断地拓宽和改善。广东省出入境管理创新的成果和经验,对公安机关社会管理机制的建构具有示范性的效应。As the most important province of entry and exit and the pioneer of reform and opening policy, Guangdong possesses typical advance on reforming of entry and exit management. Entry and exit system is perfect continuously with the social development. The process of entry and exit system is more scientific and convenience is the main norm to regulate the entry -exit system. Achievements and experience of Guangdong province can be served as the model for public security organs in other provinces to construct social management system.
