摘　　要：针对矿业权设置方案备案审查中存在的常见问题,从矿业权设置方案制度的优化、矿业权微观布局的基本功能定位出发,提出了矿业权设置方案编制要遵从合理选择编制区范围、严谨论证矿业权四至范围的合理性、明确辨析基本术语、如实反映现状并分步解决遗留问题等几个方面的要点,以期为矿业权设置方案编制人员明确思路,突出重点,从而为提高矿业权设置方案编制质量提供帮助。From the viewpoint of optimization of mining right setting system and basic function orientation of microscopic layout of mining right setting,the author suggest that area range should be selected reasonably,four boundaries argued completely,basic items clearly discriminated,practical status truthfully reflected and problems left over by history resolved gradually,which can help to clear the thinking and emphasis the key points to improve setting plan quality.
