集体协作视角下农民创业组织化路径的建构——基于“合作组织+产业集群”创业模式探讨

摘　　要：随着市场化机制和全球化机制的逐步完善,农民创业面临越来越强的资本、制度和机会方面的约束,需要建构一条新型的农民创业路径来缓解。"合作组织+产业集群"的创业模式,扩大了农民创业的协作范围,提高了集群和组织内部的分工程度,具备更大的集聚和扩散效应。具体地说,建构"合作组织+产业集群"的新型农民创业组织化路径,主要是通过合作组织内部协作和合作组织、外部利益相关者之间的协作创业来提高农民创业规模和水平;创业农民在集体创业基础上建构农村合作经济组织,通过组织内部的集体创业协作来获得竞争优势;具有创业精神组织之间的协作创业形成产业集群网络,通过产业集群组织来获得区域产业的竞争优势,通过集体创业和协作创业获得更大的创业租金。集体协作视角下农民创业组织化路径的建构应当从以下四方面努力:建立具有创业理念的合作组织,提高组织创新绩效;建立基于产业集群组织的内部协作精神和信任关系;系统优化农民创业的产业环境和制度环境;完善农民协作创业的网络环境,从而推动区域农村经济的跨越式发展。With the improvement of market mechanism and globalization mechanism,farmer entrepreneurship faces more constraints of capital,system and chance,so a new path for farmer entrepreneurship is needed to be constructed. The mode of＂cooperative ＋ industrial cluster＂expands the cooperative range of farmer entrepreneurship,enhances the division level of labor in the cluster and the inner-organization,and possesses a bigger effect in assembling and spreading. Concretely speaking,to construct the new path of farmer entrepreneurship with a mode of＂cooperative ＋ industrial cluster＂is mainly to enhance the scale and level of farmer entrepreneurship by the inner-cooperation in cooperative organization and the cooperation in between inner-organization and external stakeholders; farmers starting up their business establish rural cooperative economic organization on the basis of collective entrepreneurship, and get competitive edge by the collective entrepreneurship cooperation in inner-organization; form industrial cluster network with the cooperative entrepreneurship in between enterprising spirit organizations,get regional industrial competitive edge by industrial cluster organizations,and get more venture rent by collective entrepreneurship and cooperative entrepreneurship. The construction of the organized path for farmer entrepreneurship on the perspective of collective is to be done in the following four aspects： to establish cooperative organizations with entrepreneurship concept and to enhance the innovative performance of organizations; to establish inner-cooperative spirit and the trusting relationship on the basis of industrial cluster organization; to optimize systematically the industrial environment and system environment of farmer entrepreneurship; to improve the network environment or farmer cooperative entrepreneurship,and then to push forward the great-leap-forward development of regional rural economy.
