摘 要:校车作为公共产品其具有公益性不容忽视。农村公益校车供给主要涉及中央政府、地方政府和学生家长,三方主体在博弈中的个体理性必然导致集体的非理性,以致农村校车事故频发。究其原因:中央与地方政府对农村校车财政投入不足与分配不明、责权主体不清、校车监管不细等原因造成。作为公益产品(校车)的提供主体——政府,其具有不可推卸的责任。故政府应该把校车财政投入与监管,作为自己的法定职责,以此来保障农村校车的数量及其安全运行。As a public product,the school bus has its public welfare,which should not be ignored. The supply of rural public school bus mainly relates to the central government,the local government and the student guardian. The tripartite main body in the game of individual rationality inevitably leads to collective irrationality,so that the rural school bus accident happens frequently. The reasons are: the insufficient financial input to the rural school bus from the central and local government,the unclear distribution in liability subject,the rough school bus monitoring and so on. As the main body of the public products( the school bus), the government has unshirkable responsibilities. Therefore, the government should take the school bus, financial investment and supervision as their legal responsibilities,in order to guarantee the number of rural school bus and its responsibilities.
