摘　　要：站在国家治理及新型城镇化新格局的入口处,2014年行政区划改革正展现出新的图景,推动了海洋发展与边疆治理、城市—区域协调发展、城市转型与城乡统筹发展、政府社会关系治理等一系列新格局的形成。这一新格局不仅涉及海洋发展与边疆治理两大扇面,也涉及"三纵两横"的城镇化总体布局及东西部联动发展的重要节点,同时,又促进城市空间拓展向城市转型发展、城乡联动治理向城乡共同体构建的深化,并呈现人本发展与风险防范、稳中求进与守正创新等基本取向。文章认为,在全球化、信息化、市场化背景下,行政区划的重要意义正在突显,将有助于构建国家治理的空间基础,推进新型城镇化战略不断深化。未来中国优化行政区划设置应当更加重视政区改革与政府改革的共同推进,并应着力探索调整时机科学把握、复杂主体利益协调、民族地区市制改革、政区改革与规范城市发展等现实问题。At the entrance to a new pattern of national governance and the new type of urbanization, the reform of administrative division in 2014 showed a new development logic, which promoted maritime development, gov- ernance of frontier regions, integrated development of cities and regions, urban and rural development, and the transformation of urban governance. The new pattern not only relates to maritime development and the govern- ance of frontier regions, but also relates to the new type of urbanization and the development of overall urbaniza- tion. It also helps shift from urban expansion to urban transformation, and from joint urban and rural governance to the development of urban and rural communities. It stresses the need to seek people - oriented development while preventing risks, make progress while maintaining stability, preserve integrity, and make innovation. In the globalization, information and market age, the significance of administrative divisions is being increasingly felt, which contributes to the spatial foundation of national governance and deepens the new type of urbaniza- tion. To improve its administrative divisions, China should pay more attention to promoting this reform and the reform of the government administration area. It should especially work to explore the adjustment time, the co- ordination of stakeholders, the urban system reform in ethnic minority areas, and the reform of administrative region and regulate urban development.
