摘　　要：城镇化的根本目的在于提高人民群众生活水平,促进人的全面发展,但被动式城镇化在客观上却成了社会矛盾和社会风险积聚的原因。文章通过构建一个政治经济学分析框架,从经济逻辑、政治逻辑以及政治经济逻辑三个逻辑层面对被动式城镇化社会稳定风险的积聚、压制和风险向危机突变的机理及条件进行了研究。研究发现,正是在风险积聚和压制的相互作用下,风险积聚逐渐逼近相关利益群体所能忍受的边界,农民出于政治考量产生了"政治经济人",政府公务员出于经济考量发生寻租产生了"经济政治人",二者的共同作用导致了风险向危机的突变。为了实现城镇化的根本目的,必须内涵式发展与外延式发展并举、着力消除农民群体风险焦虑感、实现城镇化管理的科学化、完善群体性事件预警机制与应急预案,走向有助于社会稳定的城镇化之路。The fundamental purpose of urbanization is to raise people＇s living standards and promote their inte- grated development. But objectively, the passive urbanization has caused the accumulation of social contradic- tions and social risks. With an analytic frame of political economics, this article explores the accumulation, the repression and the mechanism and conditions of social stability risks mutating to social stability crises according to the economic logic, the political logic and the logic of political economic. This study finds that under the in- teraction of risk accumulation and risk repression, the level of risk accumulation approaches to the limit gradual- ly which stakeholders cannot stand, and then farmers become ＂political and economic people＂ with the political consideration ; civil servants seek rent and become ＂economic and political people＂ with the economic consider- ation; and the mutation of risks into crises takes place under the mutual effect. In order to achieve the funda- mental purpose of urbanization, the government must make connotative development and extensive development simultaneously, take efforts to eliminate farmers＇ anxiety of risk, achieve the scientific management of urbaniza- tion, improve the early - warning system and the emergency plans for mass events, and achieve the urbanization that would contribute to social stability.
